Senior Manager: Procurement Operations

The position of Senior Manager: Procurement Operations is vacant. The Senior Manager: Procurement Operations will report directly to the Chief Corporate Services Officer, and forms part of the Corporate Services Division. The position is based at GEMS Head Office, Pretoria.

The total remuneration package will be will be based on qualifications and experience.

 The Senior Manager: Procurement Operations will be required to support the Chief Corporate Services Officer: through the implementation of the following KPAs:

 Key Performance Areas (KPAs):

  • Strategically plan, review and manage the oversight audit processes of each procurement process
  • Manage the procurement of all goods and services in line with Scheme Policies to ensure compliant audits
  • Strategically plan for and efficiently administer Head Office procurement processes (ad hoc and on Annual Procurement Plan) and confirm related finances
  • Develop strategic plan for the execution of the Annual Procurement Plan requirements;
  • Review and provide inputs into the Annual Procurement Plan;
  • Facilitate the development of per process execution plans for procurement services as and when required;
  • Facilitate, review and manage all procurement processes in the formal quotation threshold and in the bid process threshold;
  • Facilitate the maintenance, record keeping and storage of all procurement records;
  • Provide inputs for the development and update of templates to support the procurement process environment and into SOPs in line with the Scheme’s requirements
  • Review and advise the procurement operations team and the oversight auditors on procurement processes above the informal quotation threshold;
  • Manage all ethics linked to procurement processes;
  • Facilitate the scheduling of adjudication meetings;
  • Promote B-BBEE through procurement execution and implement transformation strategies;
  • Facilitate and provide procurement inputs into monthly, quarterly and annual progress reporting
  • Manage contracts, contract extensions, renewals and amendments related to the procurement operations environment;
  • Prepare procurement budget and forecasting as input into SCM budget;
  • Manage strategic alignment of procurement to the operational and strategic objectives, plans and policies of GEMS
  • Assess operational risks and provide input during the divisional risk assessment process

Qualification and skills requirements are:

  • Degree/ B-Tech/ Bachelors/Advanced Diploma in Supply Chain or Economics or related qualification.
  • A relevant post graduate degree will be advantageous;
  • Minimum 8 years’ relevant experience in supply chain management (SCM) and/ or procurement, with a focus on tender processes; and 5 years at a managerial level;
  • Knowledge of processes, finance and general business;
  • Excellent computer literacy and MS Office skills;
  • Ability to evaluate vendors on both qualitative and quantitative criteria, inclusive of risk profiling;
  • Have excellent written and verbal communication and interpersonal skills;
  • Have the ability to work well as part of a team;
  • Be computer literate on an advanced level;
  • Sound planning/ project management skills;
  • Attention to detail;
  • Ability to effectively prioritise and operate in a fast-paced environment;
  • Self-motivated and pro-active;
  • Have strong negotiation skills;
  • Have resilient stress management abilities;
  •  Ability to provide advice and engage with various stakeholders. 

Desirable

  • Have an understanding of medical schemes industry.

The position of ICT Integration Specialist is vacant. The ICT Integration Specialist will report directly to the   Senior Manager: Application Development and forms part of the ICT division. The position is based at GEMS Head Office, Pretoria.

The total remuneration package will be will be based on qualifications and experience. 

The ICT Integration Specialist will be required to participate in the planning, coordination, and solution development and implementation activities related to the integration of applications and technologies within the organizations application integration environment. Proven communication skills, problem-solving skills, proficiency in programming languages and data structures, and knowledge of integration best practices are critical to successful performance in this role and providing support to the SM: Applications Development through the following KPA’s:

Key Performance Areas (KPAs):

  • Develop and maintain services used in application integrations.
  • Design integration solutions and document the design in accordance with best practices.
  • Work with development teams to architect, design, build, and implement application integrations.
  • Develop and maintain data integration components such as SQL queries, stored procedures, data extraction and cleansing, and integration with system front end components.
  • Write PL-SQL code to retrieve appropriate data as derived from requirements.
  • Build reports and/or data extracts to support business analysis.
  • Support development on resolving system defects, acting as liaison in developing solutions.
  • Coordinate directly with business analyst to best understand and analyze application integration business specifications.
  • Provide technical assistance to troubleshoot and resolve integration errors.
  • Assist application software developers and engineers in development of Application Program Interface (APIs) to interact with the application integration environment
  • Design, develop, and deploy solutions within the organization’s architectural principles, policies, and guidelines
  • Continually develop skills in the integration technologies in place in the AI environment, as well as staying informed on new developments in integration technology.
  • Implement audit, logging, and monitoring solutions to provide proactive operational support in the AI environment.

Qualification requirements are:

  • National diploma or university degree in the field of computer science, information technology, information systems or relevant degree
  • Application Integration Certification is must.
  • Experience in Application Integration role is a must.
  • Full systems development life cycle experience.
  • Minimum of 8 years relevant work experience in Application Architect.
  • Certification in Application Integration is a must.
  • Systems Development Lifecycle Management is essential. Project Management is an advantage.
  • Knowledge of HealthCare Solution is an advantage.
  • Competency with XML constructs and schemas.
  • Technically fluent in programming languages, including .Net environment/ platform
  • Experience with business and technical requirements analysis, business process modeling/mapping and methodology development, and data mapping
  •  Confidence and experience with API protocols and schemas such as SOAP and REST
